USA Wrestling Utah General Member Meeting
Summary of Proceedings
Tuesday, Nov. 8, 2005, 7 p.m., at Murray High School
Clubs Represented: Champions, Diamondbacks,
Hillcrest, Lone Peak, Mountain Top Wrestling Club,
Raptors, Rocky Mountain Wrestling Club, Stingers, TUG,
Vandit, Warrior Freestyle Wrestling Club, Wasatch

Rule Changes from USA Wrestling

New FILA Rules Go Into Effect
-
Three 2-minute rounds (all age divisions) with 30-second
rest
-
Must win two out of three rounds to win the match
-
A fall ends the bout, regardless of winning rounds
-
Getting a 5-point throw wins the round
-
Getting two 3-point scoring actions wins the round
-
Gaining a 6-point lead constitutes a technical fall in
that round. This does not end the bout, simply
ends the round.

In Greco-Roman, there is a mandatory clinch each round, at
the midpoint of the round.
-
The clinch position is a reverse body lock.
-
Each wrestler will have an opportunity to clinch in each
round, unless one is in a position of danger and time runs
out in the round
-
Going out of bounds costs you 1 point
-
Passivity will no longer be called
-
If you gain a lead and stall, evading your opponent,
particularly if your opponent is in a scoring position,
you will be called for Fleeing the Hold, which is a
Caution and 2 points

New FILA bracketing will not be adopted by USA
Wrestling Utah for the 2006 season.

Standard freestyle/Greco-Roman bracketing will continue in
its practice by USA Wrestling Utah in 2006.

Wrestling Utah. Nominated were

It was discussed that the By-Laws should be revised to
include an "-elect" position for each position on the
Board.

As a result, the current Board member would spend the next
year training the director-elect for the ensuing term

Certification of Mat and Pairing Officials
-
To encourage the certification of Mat and Pairing
Officials through the US Wrestling Officials Association (USWOA),
it was proposed that the rebate structure at all USA
Wrestling Utah-sanctioned tournaments be revised.

Change club rebate structure two two tiers: Certified
Officials, Non-Certified Officials

"Certified" means that the official has a current-year
USWOA stamp in his or her Officials Book.

Certified Official Rebate: $3/Wrestler

Non-Certified Official Rebate: $1/Wrestler

If a club has 30 wrestlers and 3 officials, there are four
possible rebate amounts:

3 Non-Certified Officials

$30 Rebate ($1 each for 30 wrestlers)

1 Certified Official, 2 Non-Certified Officials

$30 for Certified Official ($3 each for 10 wrestlers), $20
for Non-Certified Officials ($1 each for 20 wrestlers) for
a total of $50

2 Certified Officials, 1 Non-Certified Official

$60 for Certified Officials ($3 each for 20 wrestlers),
$10 for Non-Certified Official ($1 each for 10 wrestlers)
for a total of $70

Require that all wrestlers wanting to compete at the USA
Wrestling Western Regional Championships, USA Wrestling
Cadet Nationals and/or USA Wrestling Junior Nationals make
firm commitment to participate.

Firm commitment consists of paying in full all
required fees (non-refundable) at the USA Wrestling Utah
State Championships or at the National Team Qualifying
Tournament.

Fees cover registration for the tournaments, Team Utah
singlets, other Team Utah gear, transportation (Cadet and
Junior Nationals only) and a Team Utah training camp
(Cadet and Junior Nationals only)
